What is the red block with white dots for on the left side of a post mark?

what is the red block with white dots for on the left side of a post mark? can anyone tell me if its coded to identify a particular piece of postage like a bar code so that the postmark cant be copied and reused or what its function is.. I'm referring to a Pitney-bowes type postmark
