It certainly seems that way. Unfortunately a lot depends on who you talk to, for instance, I have had nothing but good experiences dealing with Select Portfolio. Most homeowners don't know what to ask for and of course the bank is looking out for only themselves - it helps to have an experienced negotiator on your side to deal with the bank.
The search for people who can answer your question continues for as long as needed - until you find the answer you were looking for.
