you can't download it if you windows is not legal. maybe you should try to bypass windows genuine, try to follow  this instructions, but personally I think it's more simple to stay with WMP 10 or to buy vista.

That's correct; in order to successfully download and *install* Windows Media Player 11, you will need a legal/properly licensed copy of Windows installed and running, in order to pass WGA [Windows Genuine Advantage] validation....
