My neighbor installed pipes underground with a spout above ground and all his water now drains into my yard and is washing my grass away. What can I do? I live in Winfield, MO 63389.

You have to report it to your code inspector. I couldn't find a city website, so I couldn't find their number. As far as I know, it's always illegal to run a drain onto your neighbors property like that. It has to be directed towards the official site drainage, which is usually the street or a culvert.
