Why preheat the oven for frozen foods?

Cooking directions on frozen food packages: Do they tell you to preheat the oven because the dish turns out better that way, or to standardize initial conditions for timing uniformity?

it is two things in my opinion:

standardize initial conditions for timing uniformity, as you said, because some ovens take more time to heat up.

and second - you want the frozen food to get the heat wave at the beginning - the same with a pan over gas. foods acts in different ways towards different tempratures.
