The symptom of Swollen breasts might appear starting from week 1-2, so 3 week is definitely a reasonable period of time for you breasts to become tender if you are pregnant. Take a simple pregnancy test just to be sure.
Your breasts could be sore for other reasons other than being pregnant. I think that in addition to taking a pregnancy test, you should see your gynecologist to be sure that nothing else is going on. It pays to be safe about these things. Good luck.

Well... 3 weeks is definitely long enough for you to start having symptoms if you are pregnant. A home pregnancy test should be able to give you an accurate answer at this point.
