is there anything illegal about posting semi nude pictures of someone that doesn't want them on the web? if so what can be done?

Most picture sites require that the person posting or 'publishing' has the rights to post said pictures. If someone posts a pic and doesn't have a right to do so I would think that they would be opening themselves to legal action. There is little chance that law-enforcement would get involved, though.

The simplest answer is simply don't allow anyone to take naked or semi-naked photos.
