The government isnt the one that is responsible for pollution. Its the douche bag citizens that throw their trash in the gutter even though the public trash bin is two feet away
With a mentality like that, who is really to blame? Responsible use of fossil fuels are not that detrimental compared to the waste the people are responsible for. They burn through gasoline because they are too prideful to commute. The people are lazy, selfish pieces of crap.
If the government passed laws (and they already have passed a few)... what is to stop the people from crying foul play? The people will whine about infringement on rights, though they are too irresponsible to have any. The people will whine about anything and everything before they humble themselves.
What would we do if not burn gasoline? Every electricly powered or hydrogen burning 100% nonpolluting vehicle that has ever been invented has been bought by big car manufacturing corporations. Do you want to blame the government for allowing a free capitalist market? Can you blame these corrupted industries for offering this huge bribe to the inventor? Or is it the corrupted inventors fault for taking the bribe and selling their patent in the first place? They invented these efficient machines for a reason, they had a dream of a better tomorrow... and instead they are more concerned with having more money for themselves, they are willing to sell their integrity.
Who will enforce these rules? We may be able to enforce it here in the US, but how will it be enforced everywhere else? We cannot pass planetary laws. The UN doesnt dictate any government... and even if it did the UN only represents a majority of them. How will we enforce our policy? And will all other societies agree to it?
And what will we replace it with? We might be able to build fusion reactors and anti-matter reactors and hydro-electric and everything else that is clean burning. But what shall the rinky dink no-where countries do for power? They use electricity and they burn fossil fuels, but they cant afford to build that advanced machinery it would take to support their needs after this policy is enforced.
The problem, too, when it comes to third world countries is the fact that their technological growth has been artificially spurred by westerners. They have 1st world technology, bought from the western world, and a 3rd world economy, people, government, society, resources to be able to fund and power their 1st world tech needs. Take the overpopulation for example. We have 1st world medicine introduced to 3rd world's breeding habits without giving them time to adapt to this change... and look at the outrageous population growth that resulted. Our humanitarian interference has proven detrimental to the world
