HEllo I do not remember if it was Ben Franklin or our 16 leadEr mR. Lincoln. but it was way before 1930's period. Note some schools had been broke since the last great depression period. because of business stundents a waste of tax payers money. in chicago there's only 10% white. rest are american blacks or mexicans. plus illegal immigrants. our schools system is like # 50 behind other countries. yeap we have 3rd. class school sysyem now.
