Would it be possible to explain dark matter if ...

Would it be possible to explain dark matter if light light can change frequency over great distance, or some unknown mechanism of frequency change

The question is what do you mean by "explaining dark matter". If the frequency of light changes during its travel through space something had to cause that change. One of the explanations could be dark matter but by no means could we deduce that that is the answer.
