Photoshop CS3 installed on my computer. I tried ...

photoshop CS3 installed on my computer.

I tried to make a text effect and I needed to go to Filter>Stylize>wind, but the wind part is never highlighted so I can use it. No matter what I'm trying to do, wind is never an option.

Is it something to do with Vista?
