My iphone tells me that my sim is locked and i ...

my iphone tells me that my sim is locked and i cant updat my iphone, i tryed my mum and dads sim card and they are with telsta and optus and it still says that it is still locked but my iphon is unlocked and it worked when i first got it but i dosnt now does any one know how to fix it?
