how can someone call from a phone number that is coming up disconnected when I call it back. it is a number they had, but said it was disconnected, but they call me from that number???
There intentional and unintentional ways to do that. The caller ID displayed should match the phone number from which you are making the call but if the phone company is careless a user can have an older caller id for outbound call set up even though he gave up the number. This is the unintentional way.
The intentional way is to simply have the number disconnect all incoming calls. Companies such as Phone.com (www.phone.com) give the user full control over the incoming call handling rules and one option is to disconnect all incoming call to that number. Since the owner of that number is a legitimate owner of the number he can use that as his outbound caller ID. And this is your answer.

it's a local non-business phone number of a "friend" who said his phone was disconnected...and we try it each time to make sure before trying his cell. Now though he actually called from it and I didn't notice it and was wondering how he can still be using his phone when he said it's not connected...plus we can't call it at all....
