822 thumbs up

No matter what people tell you, words and ideas can change the world.

Since I don't live in Philadelphia, I am not familiar with the specific details of this program. However, what I suggest you do is contact the mayor's office and ask to talk to the person in charge of this program and ask him or her your questions. You have every right to know as you pay taxes and want to see the results of this program. Remember, elections are just a few months away, and public officials need to be held accountable.
