This works with the most difficult to train dogs/pups.  Get a kennel cage, and make him/her stay in there, except when it's time to, eat, go outside and pee. don't let them run around the house, and don't let them come back inside until they go. Then put him/her back into his her kennel.  Dogs will NOT pee in their own living quarters.

It can take a couple weeks or more, but it works.  Once you feel they're ready to try it, let them out during the day, but place them back inside at night.  Make them tell you when they need to go outside(reward them if they do). If they pee any where except outside, immediately put them back into the cage. (This teaches your pet that he/she can stay out and play in the house quarters, provided he/she doesn't go to the bathroom in this environment.)

they finally learn being outside the cage is much more fun and rewarding and will stop peeing in their living quarters, which is your house.
