What is the difference between being a Canadian citizen and a Canadian permanent resident? What are the difference in terms of privileges and responsibilities ie: paying tax, health care, etc.

Love is the battery of life....

Hi,
The main difference is in the right to vote and the right to be elected: A citizen can and a permanenet resident can't.  In some countries where military sevice is compulsary in excludes permanent residents.   Certain jobs (specially sensetive) might be open only to citizen.  In all other terms there is no too much difference [e.g: taxes, health care, education, etc] (after all as it says: Permanent residence is a foreigner who got permission to stay in that country for good.....).
Best regards,

thanks very much.  Now I can understand why so many residents don't bother to become Canadian citizens - sadly.

To me, the true defining difference is, a citizen proudly claims this beautiful and free country to be our home and native land. A permanant resident... not so much =)

There are a lot of people I know that have the official status as citizen, but I wouldnt consider them to be my fellow Canadian based on the above reason.
