Why do people go to polls and not vote?

Why do people go to polls and not vote?  In Lucas County, OH we had a levy for COSI (a science museum) that failed by 1500 votes.  When I checked the number of people who voted against those who voted either for or against the levy I found that 1900 less voted either for or against this levy than voted for other issue or offices.  Why would people go to the trouble of going to the polls and not voting on a controversial issue?

Sevaral possible reasons:
1.  They are not sure about their answer.
2.  They don't care about this specific issue.
3.  They are sure that all will be in favour.
4.  They came to vote for some other issues.
5.  They wanted to save time.
6.  They don't consider it an important issue.
7.  Laziness ?.  
Please remember that people frequently ask themselves: "What is it good for me ?", and if they don't find / get a good (convincing) answer they take it as "not important"..... and don't vote......
