Some countries define dietary supplements as foods, while in others they are defined as drugs. I am sure that there are herbal supplements sold that have levels of risk seen. That's no guarantee of safety. Look at ephedrine. It's been around for centuries, and it was in all kinds of herbal "energy" and diet supplements, including Metabolife, until it finally killed a couple of famous people gave the FDA the leverage to convince the courts that it was a drug.
