Mr. Bill does not disagree with anything, yet still owes this subcontractor 30% payment plus more for a change order. Mr. Earl caters to his friends that hire him and does not pay the contract fee for job completed.
Home owner added grinding and polishing to tile floor to make them like the Inn he ownes in Santa Barbara,then the home owner and Armstrong, the general contractor, wants the tile company to pay for the grinding and polishing which the home owner was going to have done anyway, and the tile contractor was never involved in anything regarding this, and it was not in the contract with the tile subcontractor. a 20 day prelim notice was served. Question is: Can Armstrong Assoc. get away without paying the contracted fee to the subcontractor, when the homeowner states he is happy with the work done and has paid Armstrong Assoc. for the tile contractor's work already?
$2,000 of the $3165 owed is for something separate (rock pillars) from the tiled floors.
