I don't know that he has the power to stop paying the state legislators, but they make salary and not wages, plus since they aren't doing there job he has to do it for them state spending needs to be cut and this is a way to do it, If he doesn't make these changes the stat3e stands to loose 8 billion dollars this year. He may not have to pay them the federal minimum wage, but he doesn't know how much he can pay them because the legislators won't give him the budget, now the people who are getting laid off are getting laid off and where mostly hired on a temporary, emergency, or part time bases, and that sucks for them, but to me the question is why aren't the state workers applying pressure to the legislators, that is what the point of this is Schwartzennegger is just trying to build an army of supports to get the legislators to do their job, but most of them are choosing to fight him instead. Why? What is he supposed to do? Let the state go so far in debt that we impeach his ass like Grey? I don't think so! It's funny in 2001 I was asked to sign a patition that would make it so that state legislators would not get paid until they pass a budget, lookiong back now I wish I would have signed it.
