I had lost one passport.I issued a new passport ...

I had lost one passport.I issued a new passport which has all correct identity proofs.Last year I had travelled on the same passport to U.K.This year also I am having visa to U.K. but I was stopped by the immigration officer.I want to know about the laws that what penalty I have to pay?
