Contact the clerk of court in the county/district/parish where you were divorced. They'll tell you how much it'll cost and all that. Some places will take a credit/debit card over the phone, while others require that you send them a check or money order. Most courts have web sites now, and some have interfaces where you can order the records online.
Be sure to stress that it has to be certified, because they charge extra for that.
