What happens when a sever sends a web page to a client? Is that page always static?

The page is just a text file, sent using HTTP.  It can either be generated dynamically on the server using a scripting language such as PHP or Perl, or modified in the browser using Javascript.  From the point of view of the browser there is no difference between requesting a static HTML page which has been uploaded directly to your web server or an HTML page generated dynamically by server side script.

Thats not totally correct.

A web page can contrain JavaScript, which makes the page not static.

as it can Request more data.

Like Gmail does (AJAX)

it can also contain Flash, Java Applets and ActiveX controls that arnt static.

so there are more options.
