The answer depends on the state that you live.  You most likely have to give him a writen notice that you are going to lock him out from his belongings. (certified mail so that you can prove that it was mailed to him).  Every State has specific law that govern storage.  Do a search for your state and then follow the guidelines.  You will be able to over lock his belongings after the notification period.  You willl have to give him a certain number of notifications and if he still has not paid by that point you can have an auction and sell his belongings.  Now remember that in most states you can not collect more than the amount of rent and fees you are owed.  Any proceeds will need to be returned to the customer.  But truth be told, You almost never ever get more than the fees that are owed.
