You don't say which league or Country..............Fifa will tell you this. But I take it you could mean The British, or English FA? There are 92 registered teams in the whole membership, alas only 20 in the Premier.
1. You could write to a team's head office and give them your qualifications and apply for a trial.
2. Most teams have scouts travelling the world, and some are based on a permanent basis in most Countries. If they see a promising player, they will approach him via his Club management for permission to speak to him. In England we have players from all over the world,as do other Countries,so the gate is wide open.............If you are as good as Owen, Rooney,Ronaldo, they will beat a path to your door.
3. Depending on age, you could apply to join their Academy,where you will be polished. The team I support, Newcastle United have players that have come up through the ranks to join the first team.........! What does that mean.......well you could hit the big time...........Owen gets 110,000 pounds a week..........and so it goes on. There are a lot more benefits to be had.
