Yes - it is a cost-effective idea. However, before deciding on outsourcing you should be clear about your requirement. For example

• If web development involves significant amount of programming and is not a standard static/e-com/community site, then going with cheaper options would not be a good idea.
• If you need certain technologies to be used, which are not common, again cost effective options may be over-promising you. If you are open about technologies, then it should work out fine.
