An Open bidding is a bid that is open to anyone who wants to bid.  A restricted bidding is a bid that is restricted (the restrictions can be of many specific kinds..... e.g: Restricted to USA citizens, restricted to the following companies, etc).

Open Bidding is available to all who wish to participate and witness the auction/sale. On the other hand, Restricted Bidding occurs when invitations to bid are sent only to selected contractors or vendors. The auction/sale is not open to the public
