Using an old toaster-oven for heating

Can I use an old toaster-oven to heat a small room in the winter? Will it be effective? And safe?

I did it for some time but I discovered that

1. it is really unsafe, there is no grid.

2. mine was really consuming high amounts of electricity - so you better check it's consumption  per hour .
