If the non-custodial is behind on child support and quits his job is there a way that the county can pay the custodial parent and the non-custodial pays the money back to the county?

No, there is no such thing.
Well i don't know where you live and why do you even think that a non custodial parent have to pay anthing it's not his child.NO the courts should not pay for your mistakes and they don't have to pay support to you cause that is what the real father should be doing. Is the real father around or not?I f you need assistance for your child it is not child support.YOUR county has money there to help out but you are not asking form the right help.YOU should not have any more kids till you can be a provider for them under all conditions. If you don't have the right support you can get it .
