Several reasons:
- The teleprompter is not reliable. Paper is always a backup.
- When items change, because an item is not ready, it is very difficult to find the right text position in a teleprompter
- Anchors use the paper to make notes (f.e. an extra question for a correspondent)
- The teleprompter has to be operated. This can be done with a foot pedal, but also by someone else. Not all anchors can use the pedal and not all operators are very good. When they show the wrong position, the anchor quickly can turn to the paper.
