Are you trying to debug locally or remotely?
Did you check that the user you are running Visual Studio with and logged in with is a member of the "Debugger Users" group?
(to check, simply right click on my computer, select "Manage" and go to "Local Users and Groups"\Groups and double click on "Debugger Users" group).
The search for people who can answer your question continues for as long as needed - until you find the answer you were looking for.
