Just because he looked at you doesn't mean that he's interested, but something about you could have caught his attention (Was anything out of place...slip, bra or something else showing)? Sometimes people look, just to look. There isn't always a meaning behind it.
Do you know him? Does he know you? If you don't like the person behind the face, the face doesn't really matter. It's just another face in the crowd.
