What do I need to do to get him to follow through on the words he speaks?

I recently moved to another state. I met a guy about 2 months ago when I first moved here. It started with texting, then to phonecalls, then to hanging out. The first night we hung out was amazing, probably one of the best nights Ive had. He kept saying things like "I cant wait to see what this turns into" and how he smiles when he thinks of me. Ive been playing the low key role, not calling, being patient etc. He will call me, ask me out, then at the last minute cancel! I am frustrated. My friends tell me to just blow it off and act like it doesnt bother me (which Ive been doing)....the truth is, it does bother me. I am into him and dont want to necessarily end our communication, but I need him to act on the words he says to me. We are not in a relationship so therefore I feel funny confronting him on this. How do I make him want to really be with me? Please Help!
