VIN (Vehicle Identification Number) placques are issued by the Department of Transportation once they approve the design and manufacturing technique of your new vehicles. You will need to contact the Department of Transportation for licensing information and bonding requirements.
Alternatively, your state can issue Affixed Vehicle Permits for "homemade" vehicles, but no matter how well you make them, no insurer will sell you insurance beyond liability. AVP's will get you a license, and after you post the required bond and DOT approves your facility for the manufacture of new motor vehicles, then they will issue you enough VIN tags to keep you going. You will have to account for each VIN tag to DOT before they issue more tags.
