Two years ago, I hired a contractor to do some work on my house. The fee had been paid in full but the work just kept dragging, never finished. I finally fed up and complained to Contractor Licensing Board. After 8 months of negotiation, the contractor (through his attorney) signed an agreement to pay me some money to finish the work . The complaint was resolved and closed by CCL. But the contractor again default on the agreement and has not sent me any money. I tried to contact his attorney with no result. What should I do???????

Hi,
1.  Pay money only as the work progresses
     (and keep some spare as well to leave 
     the contractor a motivarion / good
     reason to complite the job on time). 
2.  Always have a written contract that 
     specifies heavy fines in case the work
     is not done / complited on time and
     at the required quality.
3.  Next time take only a contractor that
     has good reputations.
4.  Take another contractor, complete
     the work and sue the 1st contractor
     at court (including the previous debt).

Begin the process again, and go into small claims court.
