For some strange reason, I do not think that you be be able to successfully prosecute a claim if it were filed against Arby's or J. C. Penny's. File it against the USPS.

You need to contact the USPS to see if they have your correct address.It also could be that someone is taking mail out of your box (unless it is locked). I would also talk to your mailperson to see if they have been receiving mail for you and putting it in the wrong box.
