I am in the United States. I am finding that Avon puts no limits on the number of representatives in any one area. With huge layoffs, we now have so many Avon reps that there are virtually no customers left. Avon now tells us that the way to earn money with Avon is to RECRUIT. That is, we can only earn our bonuses by conning more women into signing up in a area that is already overloaded with representatives. In the US, we call this a pyramid scheme.
