When is a microwave deemed unsafe?

When is a microwave unsafe?  I've owned my Samsung microwave for nearly 8 years and have never had a problem with it, but recently my child nearly melted our microwave safe popcorn maker in the microwave and I noticed that the top inside of the microwave is peeling.  I haven't seen any documents regarding this situation or proof that this would be a danger, but I would just feel better getting a whole new microwave.  Has anyone heard anything that would deem this a danger to health?

Mcrowave ovens are no longer expensive. When in doubt, throw it out.

I'm no physicist, but, considering the relatively cheap price of microwaves nowadays, I wouldn't take the chance.  It's probably OK; the paint has just peeled away from the heat, but what might have happened to the shielding under (or above, in this case) which keeps stray microwaves inside, I don't know.  A physicist or some other expert could check the machine for stray microwaves eminating from the machine, but that would cost much more than the machine is worth.  I'd just get a new one.
