Someone have some mercy to help

ukrainian parliament I am in the u,s and about 3 years ago I met a very fine young man through his Mother . I am trying to help them. He was born in ukraine and they were very poor and had a very hard life, the Husband ran away when he was a young man and she did the best to take care of him.

when he was 19 11 years ago he tried to steal a ladies purse to have money for food, after he did this he felt bad and turned himself into the authorities and on the way to the jail he was told that the captain of the jail is the son of this lady and that he would be beaten every night. we all know ukraine jails are not like America. He then ran away and has been running as a refugee from one country to another and working for 1/10 of what another worker gets, He lives in very bad cionditions and he ahs never committed any type of crime before that or since then,

i want to try to clear this record up so that he can live a decent life. it has been 10 years now and he lives in very sad conditions.

 does the ukrain have a 10 year statuted of limitatios? Can anyone tell me who to contact?
