I can't be 100% about this, My father who was also exposed to agent orange, looking over his benefits in the VA handbook for 2009 it has a section regarding children born to Veitnam vets with special needs. I am told but other vets that this book is not something they just give out, you have to request a copy of it from the VA. I hope this sends you into the right direction. P.S. dont bother calling calling the VA and asking this questuion, you have to "work" to get the RIGHT answers, get the handbook.
