Those are called Brackets.
They're square brackets and in the order of operations, everything in brackets should be done first followed by multiplication, division, addition and then last is subtraction. :)
[ ] in mathematical expressions are referred to as Box brackets or square brackets ( ) are referred to as round brackets or parenthesis. Generally when evaluating an expression you work out what is inside the round brackets before you use that as part of working out what was inside the square brackets. See these websites for more
