23 is the correct answer. Remember the old trick for the order of operations:

Please Excuse My Dear Aunt Sally

P = Parentheses
E = Exponents
M = Multiplication
D = Division
A = Addition
S = Subtraction

So, for this problem, you start by multiplying 2*4, then add 3 to get 11, then multiply 11*2, then add 1.
