If you mean where can you find someone who does this, just look in your local yellow pages and start calling all the beauty salons in town; they should surely know someone or someplace you can go to for this......

HOWEVER as a retired makeup artist, I would advise against this, unless you can see dozens of photos of the work the person has done.....I assume you are referring to having permanent eyeliner, etc.???

Remember, this is just another form of tatooing!!!!!!! and if they do a bad job (which is why you want to see photographs, and lots of them!!!!!!!) you are going to be very unhappy!!!!!!!

Please take the time to research this and also the person/s you would be going to for this........Once it's done, it's done, and removal is VERY painful!!!!
