He may love you, but what he wants is to make out. His hormones are in control. Whether this changes soon is unknown. Discuss it with him. If he really is in love with you, he'll want to do other things (though like I said, his hormones are in control). If he justs wants to make out, and you won't, you'll soon know if he doesn't love you because he'll find someone else to make out with. If he does love you, he'll suffer, but he won't leave you.
