I have a question about the bulbous pieces on the ...

I have a question about the bulbous pieces on the ends of stems where no rose has bloomed on my bushes. Are they seeds? Or do the have seeds in them? If some one knows please email me at juanita.christman@gmail.com. The roses from the bushes are gorgeous. thank you very much
