I've been taking Chinese with a tutor 1 hour and a half a week for about 3 months I know the basics and now I’m learning the characters. How long will it take me to fluently know Chinese?

It all depends on the person. Generally speaking, it takes several years to master a language with painstaking hard work. Of course, if you keep learning Chinese with the proper methods and have professional teachers, I believe you can speak fluent Chinese in no time. It might take half a year. Besides having classes, I think you better read some more things related to Chinese. There are many free reading materials at Chinese-newsletter.com. I think that will help you speak Chinese fluently, so good luck!
