How long should filters last?

Our pool is serviced weekly with a service. We bought new paper cartridge filters last summer and he is saying we need to purchase again. We were under the impression that the new filters would last 1.5 years at least. Is the fact that we need to purchase new filters within a year an indication that the service person is not doing a good job?
