I couldn't find any refference to "haff and hawl". As far as my dictionary goes, there are no such words as "haff" and "hawl". Is it possible your intention was to ask wht's the meaning of "half and half"? If not, maybe you can try and give some more information, such as where you heard the expression, in what context etc.
