Yes. Anytime that you sell any tobacco products you will need to get a state license. Tobacco is a restricted product and the law prohibits minors from purchasing it. This includes tobacco cigars, pipe tobacco, snuff, cigarettes and any other items that are made with tobacco. Pipes and accessories, on the other hand, do not require a state tobacco license.
