Who has legal ownership?

My family recently took in a dog from another family, that said they were too busy to take care of him. Before actually getting him, this family changed their mind twice! Both times they were the ones who contacted us about taking the dog. We only agreed under the terms that this would be final, and they could not change their mind. After only a week they've changed their mind again and want him back! I think they are just freaking out like they had before. No ownership papers were signed or legal contracts. Only email and telephone. Can they legally take him back?
